Even though the image was broken down into several layers there were only two aspects of the image that was going to be animated. 1 the oil spill between the diamond and the 2nd oil spill around the circle. I divided the animation every 3 seconds so it would added up to 15 seconds. The first 3 second the the oil spill that is around the circle when right then on the 6th second when left. This had established the simple animation which then was copied throughout the time frame.

Remember all the oil spill are a separate layer so I animated those layer individually, but kept the same 3 second key frame. The oil spill moved up and down and the I used the same 3 second rule to animate that as well.
